Archived spare ground ??? 99 5 spd

Do you have a 99. Just found a ground taped to the outside of the wiring harness just behind the PDC heading to the ABS system. Is yours attached to the bolt that holds the ABS system ????? Think that it is black but girl friend says that it is blue. Or what does this wire do??? Thanks would be extreamly good to fix this engine after all these years ( piece of junk :-{} )
