Speed indicator ring

Can it be installed backward? I've got an engine which runs VERY poorly after rebuild. Smokes quite excessively. I know that the mechanical assembly is correct so I'm thinking maybe injection timing and wondering how that could possibly be wrong.

The bolt holes are spaced so it can not be installed wrong. Three holes in the large section and unequally spaced and two holes in the short piece. bg
