Yeah. It is programmed governor that prevents you from exceeding a certain speed. They have been doing it for years for safety. Not sure why they chose that speed.
The speed is based off the tires speed rating.There are also legal max speeds in some foreign countries.I had to program a bunch of Promaster motor home conversions to 65 mph that were being exported
Mostly yes, but also brakes and drivetrain are a part that plays into this and safety concerns for the whole suspension and all related to it.
In European cars most of the time the engines power is the natural speed limiter, with the huge powerful engines in american cars they sometimes need to be limited because they are plain dangerous at really high speeds.
I ditched the speed limiter in my ol ZJ Grand Cherokee, was at 100mph, and all above really needed a good hand on the wheel to keep it on the road.
