I finally bit the bullet and bought the goodies to fix my lights.
Lights from ebay, and harnesses from LMC. Got them all installed no issues but when I turned them on, I have all four lamps lit, whether they are on high or low beam. I thought that they would run 2 beams on low, and 4 on high. am I missing something?

Sounds right.

You should have 4 filaments burning on low beam and 4 filaments burning on high beam. I had a hard time checking mine, because it was very sunny when I finally finished.
 
That's the way they run, Bulbs were pre installed. Not looking for police attention, or blow anyone off the road at night.
 
When I bought a cheap wiring harness for an upgrade my low beams were fine, but when I switched to high beams the only thing that lit were the two high beam elements which illuminated long and outside but left the whole inside low beam area dark. I went to Daniel Stern lighting and viewed his schematics and found that the wiring was all wrong. The wiring also had too small of a gauge to really increase the brightness as I wanted. So I ordered the parts online and made my own harnesses and they work just like stock only about 20% brighter! Go to Stern and do a wiring trace and see if its correct, mine wasn't!
 
Wow. I finally got a test run with them. If you haven't done this mod, you owe it to yourself to do it. I was actually enjoying the drive home tonight!
 
Huge difference, isn't it? I told a guy to look into it, as he was replacing a headlight bulb on his 1/2 ton with clouded lenses at 9pm in the parking lot of the local parts store...
 
Shocking difference, plus the random lights out issue is gone. That alone kept me home at night this summer.
