Anyone have any advice to get rid of the spring clank in the rear end of the 94 dually ? It's fine loaded but makes a racket empty

That noise is your overload springs slapping the stops. It's perfectly normal. You could add Torklift Stable Loads, to take up the space, but that will increase your spring rate while empty. If you tow heavy often, that may not be a bad idea.
 
We are going to need a little more information then. Are you using a Dayco air bag cup? Leaf springs by themselves don't make much noise. Possibly worn eyelet bushings (rare). Please describe your setup in depth.
