They are a special bolt with a slight shoulder to locate the starter better.As well as having an undersized head for better fit.
irrc 10mm but I would order the correct part # bolt unless you are in a pinch
 
According to my '93 Dodge Cummins parts book: Cummins part #3903834, 12 point cap screw, M10x1.50x35.

Short ones or long ones? They're spendy, I paid $14 each for long ones to go with my starter spacer. I have a set of short ones around somewhere if your interested.

Thanks for the offer I found Allen head bolts at ace that work perfect called cummins and they wanted 6 bucks apiece these are 35 mm long I also found right after I posted this the cummins quick serve site gives the specs on the bolts to
 
It's good that you've figured out they're a high grade bolt. When I did my neighbors contacts for him the top bolt had rattled out and I found it on top of the starter (lucky for me). Some blue loctite might be in order when they go back in.
