Mine didn't, i had slow/hard starting and tore it down and the contacts were in great shape. Bought a new starter and moved the upgraded/thicker contacts from the old one into the new starter and OMG my starter had been dragging for some time, just didn't really notice.
 
I think bad/worn contacts will cause difficulty engaging the starter but once it engages it should spin the engine normally.

I'd agree with DFerveda.
 
Oh yes. The batteries are old weak. This happens when I use a jump. Generally the booster vehicle needs to be running at a fast idle too. Then sometimes if I don't need the toasters, it starts fine on it's own.
