Archived Starter spinning very slow

I need to go out of town tomorrow.
My starter is spinning very slow, takes 3-5 seconds to start the truck.
I do have new batteries, group 27.
Had the batts tested... . they are fine. They brought two new batts, no difference.
They said starter is only pulling 10. xx VOLTS
I am headed out to work on it, any ideas.
I did larry bs starter plunger and contacts upgrade six months ago.

If the starter is only pulling 10 amps the armature is probably bad. May need to take Dad's truck

I meant 10 volts, i am sorry.
Mom and dad are here visiting (he is about to retire) and they have their 06.

Just pulled the starter out.
New contacts have only been in there for six months, but they are fairly pitted.
Tried to remove armature housing, IT STINKS and crud, lots of crud is falling out.
I think it needs rebuilt.
I am going to checker for $200 import crap starter, lets see is it will start.
Then i will rebuild the Denso starter.
