The 98 has a VIN "D" listed and then the same as a 99 VIN "6" listed, my guess is D= 12V and 6 = 24V, since there is only one listed in 99.

The joys of the 98.5 and all of the half model years they always did for HD Rams. I'm sure if you know what your doing you know the differences in the VIN, I do not.

I’m not 100 percent sure how it all works but this is not a half model year truck it was made in march of 98 not June I have the original window sticker it’s a 98 they paid to upgrade to the newer motor . Anyway I have the 98 manual on cd and it cover the 34 valve engine but the manual will not work anymore need to order the paper copy
 
Even the 5.9L gasser has 2 options for '98.

Here are the options so you can see how it shows up.

As a reminder, the model year starts on Aug 1. That's why half years start in Jan/Feb of that model year. Hope that clears the air on model year breakdown.

then why doesn’t the title say it’s 98.5 ? Because there is no such thing it’s a 98 or a 99 . Why doesn’t the factory service manual say 98.5 or 99 it’s 98 or it’s 99
 
With a little bit of diagnoses and the wire diagram the starter is bad . Tried running a temporary new wire and still will not work luckily I have a new starter on the shelf

Yep, it’s a ‘98. That’s all you need to know. Good luck getting the right parts.
