Engine/Transmission (1998.5 - 2002) starting problem

I just bought 99. 24 valve and when I turn the key on, wait to start light doesn't appear till about 6 seconds later and if I try to crank it before the light is on, it just turns, but it don't fire. As soon as the light is on, it fires right up. It happens at any engine temperature and/or time of the day. I noticed that the lift pump don't start running until the wts light appears. Does anybody has an idea, what's causing it? Thanks Jacob
