Steering pulsating when return to center at low speed?

Hi all,

A few weeks ago I had a bad dealership experience, when the truck was returned it displayed a few problems. Could be a coincidence but none the less. The major concern was the steering pulsating at low speed when returning the steering wheel to center. I read many different solutions from alignment issues to U-Joints. I added a little power steering fluid and greased the front end and the pulsation has greatly reduced.

My question is this:

Is it normal to only be able to turn the steering wheel about a quarter turn while sitting still at idle?

If the truck is moving it turns freely. I understand there is a lot of weight over the front end creating a tremendous amount of friction on the ground but this seams odd. Shouldn't we be able to turn the steering wheel.

Thank you for the assistance. If there is a problem here I'd really like to address it before the warranty runs out.
 
If you have oversze tires or non OEM wheels it is normal unless your pump pressure/volume is low. If you are stepping on the brakes the majority of the pressure is going to brakes, the rest to steering.
