My stock oil pressure gauge has the needle to go 3/4 of the way across the scale when you turn on the key, and it never moves after than when the engine is running. I recall once seeing it wander back and forth across the face of the meter, when I know the oil pressure could not have been doing that. Ever since then it has just remained in that one place. When you shut the key off it goes back to zero.

I have not seen a sending unit fail this way, but that is what I suspect it to be. Have any of you seen this kind of symptom?

My 99 does the same thing. From what I've read, it's a "feature" in the ECM firmware. Apparently, there is an issue with the original sender, and rather than fix the issue, someone decided to have the firmware just flop the gauge up to some known value under most circumstances.

I added an oil pressure gauge plumbed into the test port on the oil filter. It behaves significantly different.

When you say there is an issue with the original sender, what do you mean by that? Is this an issue that can be resolved by the replacement of the sending unit?
