Sun Valley Parkway - Phoenix, AZ Area

Can someone tell me if the Sun Valley Parkway west of Phoenix connects I-10 to I-17 North as a limited access road? Or do you have to go through a lot of traffic signals, etc. ?

The road is wide open from I-10 north to Surprise, then it's lots of stoplights through Sun City West, Sun City, and Peoria. Once you get to the 101 freeway, it's open all the way to I-17.

why not take the 101 from I10 to I17? not bad unless its rush hour. misses most of the phoenix metropolis.

Even I-10 to I-17 would be OK as long as it's not rush hour...
