Engine/Transmission (1994 - 1998) Surge and the HTB2

I have 120 miles on this fresh rebuild. I installed a Brand new HTB2 with a ceramic coated Exhaust housing on a brand new and coated ATS manifold, If I am running around 40 MPH and lay into the throttle this thing surges BAD. So bad you feel the truck surge beneath you. And also see it in the Boost gauge. If I nail the throttle from a stop it don't seem to Surge and will hit 40 psi real quick. I'm stumped.

Which HTB2 do you have and what other mods?

I believe Its the 62/12 . I have 370 Marine injectors (Atleast I think I do) a #8 plate, 4000 rpm kit from piers, . 20 over head gasket, ARP studs, HD valve springs and a Fluid Dampner.

Is it when your TC lock up . that is then mine did it with the 62/12 on it . it does not do it now.
