Tail light fuses blow

My 03 continually blows both tail light fuses routinely. Replaced the lamp fixtures and problem persists. Are you aware of a fuse panel problem or other issue?

Sounds like an intermittent short in the circuit. Since you eliminated the lamp assemblies, I'd suggest tracing the wiring harness back to the engine compartment, carefully checking each connector along the way.

I know there's a connector beneath the driver side front fender which I believe carries some taillight wiring - be sure and check it carefully as it's in a good place to get full of road grime.
