Both the plastic spacers on the tailgate rods that attach to the latch are broke off on my 91. I have a LE with the DODGE trim panel on the tailgate. Will I need to take that panel off to drop the latch handle down?

The LE panel really has nothing to do with the handle access. It might give a fraction more room (the plastic handle cup is built into the LE panel), but probably not enough to warrant removal of the panel.
 
I replaced the plastic clips to rods on the RHS. 1st, to get gate open look inside the tailgate between gate and bedside. With a screwdriver move the small square tab up to open gate, need pictures, let me know. Unbolt latch from side of gate to access plastic clips. Also unscrew cover on the inside of gate behind the latch to see center connections. You can get clips from dealer or good part stores. Put clip in hole 1st, then snap in rod, a small space to manipulate parts, be patient keep parts clean. PM me if you need more clarification. You can continue to use gate with screwdriver opener option. Blessings, Patrick
