Thats correct, idling works fine, also for me and far below 0F, there is no wind in the engine bay that way.
Idling or almost no load while driving is a whole other story.
Sometimes i switched on my ESPAR just to keep the engine on a temperature that the cab heater kept working.
 
Back in the "ol" TDR days of the late 90's early 2000's there was a lot of talk about pulling the fan on our trucks when cooler weather hit in the fall and reinstalling at the first hint of summer. I did that for several years. Even worked the truck during the winter pulling a backhoe (total trailer/hoe 20k) with no problems. When running empty and at idle the temps always stayed well in the safe zone since the cooling system is designed to cool a Cummins working at max load in the worse of conditions.

Benefits were a much quieter engine that warms up much much quicker.

Try it, you'll like it. A search may yield some of the old threads. If you do, remember the fan nut loosens to the right or clockwise.

Only bad part of eliminating the fan is that odd late winter day it gets warm! I decided it was not worth the hassle and hung a full size pc of carpet in front with a 8" diameter hold centered on the fan. Worked great and for sure warmed that cold blooded 12V.
 
I cant imagine why removing the fan would be beneficial. Not saying I'm right but just noting that the fan is on a viscous coupler so its not spinning anywhere near engine RPM unless the coupler engages.
Also, if anyone who does remove their engine fan forgets and uses the AC or defrost then it could/would be damaging to the compressor. Although likely not an issue in cooler weather...
 
I think your t-stat is stuck open, or partly open. We go through this heat thing every winter. If the heater isn't working it is either a t-stat failure, a clogged heater core or an air flow restriction from a really dirty AC evaporator. Joe (Seabee) can testify to how cold it was the day I dropped off an instrument cluster in IL. There was snow on the ground and ice in the parking lot. I could see the freeway from my motel window, maybe a quarter mile away. The motel did not have an electric outlet where I was parked so no block heater. By the time I hit the on ramp I had heat coming from the vents. Within 5 miles the engine was up to normal operating temp. I've never used a winter front, even when the temps were below zero in my travels to the great white north. I've never used anything except OE Cummins 180 degree t-stats.
Yes, but you cheat Gary, you are always pulling a trailer! LOL Actually, my 97 takes a little longer to warm up in those temps. As you know it is FLAT where I live. I'd have to drag the brakes to get it to warm up any quicker! Thanks again Gary.
 
Ah, but I wasn't pulling a trailer in the above example. I was on my way to get it. When I go to the great white north I'm not pulling a trailer when I come back to the U.S.
