My stock temp gauge may have some issues but I am not sure. This is what it is doing when at temp 180 or so it fluctuates down to 140 or so. Example 180 for 10 or 20 seconds then down to 140 for 10 or 20 second. Is this normal?

Wouldn't say it is normal but it is very common and won't hurt a thing. It's just the thermostat opening and closing. There is an improved tstat that eliminates the fluctuation for some folks but when I tried it it just made my temp ride low all the time. Best to just live with it.
 
Illflem is right, that is just your t-stat doing it's job. I would stick with it instead of changing to a cooler t-stat, your motor needs to get warm, as it is not a good thing for a motor to never get warm.

I remember several months back about a this very thing being addressed by someone who had the same problem. They had a fix for it but I can't remember what it was.

I have almost the same truck as you. My temps have fluctuated like you describe, which is common for our trucks. I just installed the new t-stat from cummins that will fix this. However, just as Ifllem said, my temp is running a lot cooler. Thats ok for me cause I have the Lund grill guards and will be hitting 100 degree days here in OK real soon. I bet my temp guage will rise then. BTW, replacing the t-stat was very easy. I followed the book procedures except for removing the serp belt and moving the generator. It's tight, but easy... . Hope this helps someone...
