Engine/Transmission (1994 - 1998) temp/radio

I am borrowing a friend of mines 94 dodge 3500 5 spd 4wd slt regular cab dually with a 3. 50 rear end, it has around 91,000 miles and I have noticed the temp never even sees the half way mark usually about 2/3 of the way to the half way mark it runs at , I have no experience with the 2nd gen's, is this normal, the ambient temp has been in the 80's could the thermostat be stuck open? also the radio has power but no display or sound what should I look for? Thanks alot for your time.
