Engine/Transmission (1998.5 - 2002) Test driving rigs, newbie question

Test drove a 2002 6 speed yesterday (sweet rig) and noticed the engine pulling strong till it hit around 2500 rpm - then seemed to die off. Is this due to the factory ECM program defueling the motor?

The factory ecm defueling begins at 2700rpm.

Peak HP and Torque hit at around 2200, then gradually rolls off from there... Well, the torque kind of drops off, but not as bad as some.
