Take this for what it's worth (probably not very much, I know), but if I am correct in saying that the "bullet" character that you used is character number 183 (alt+0183), you may want to use the list tags instead. It was pointed out to me that not all operating systems interpret characters above 127 the same way. Therefore someone on a mac or linux, etc. . may not see a bullet but may see something else. I tagged your signature with list tags if you want to copy it. As shown when pasted in your profile will create as shown below the horizontal line.
