Engine/Transmission (1994 - 1998) thermostat housing leak, again

a brief history. Under preventative maintenance, I changed out my thermostat, water pump, and hoses about 3 months ago. (I wasn't having any heating problems or leaks, even towing) I drove around for a month without towing anything. no problems. then I towed a 10,000 lb. trailer a 1,000 miles and the thermostat housing started weeping. I got home from vacation and ordered new thermostat housing gaskets, new bolts and a new radiator cap. once again I cleaned the housing, the lifting eye, and gasket surfaces so you could eat off of them. I installed everything and even torqued the brand new Cummins supplied bolts. I drove around for 2,000 miles, no leaks. Then this weekend I hauled a 6,000 lb. trailer 180 miles and the thermostat housing started weeping.
