Engine/Transmission (1998.5 - 2002) Think I need a lift pump???

I have a 99 24valve. Will driving it quit running, it just died. The lift pump makes noise lik its running but I took the extra port out of the fuel filter and nothing comes out when I crank it, The fuel filter is almost new. So do I need a lift and how do I known if the VP -44 is good . I just bought gauges too but didn't have time yet to put them in.
