there are two different high idles here for the common rails. There is the cold weather high idle that raises the RPM's to around 1000 RPM automatically when the ambient temps are low as well as the engine temps along with a few other parameters that the ECM is reading while the truck ahs been sitting idle for a while.
Then there is the high idle feature that you can control via the cruise control. On automatic trucks with this feature, all you do is turn the cruise control on, hit set, then raise the RPM's with the increase speed button and lower it with the reduce speed button.
The cold weather idle feature is enabled from the factory and works automatically when the time comes. The high idle feature that you have full control of has to be enabled by either the dealer or in the form of some other type of ECM update.
The main reason I mentioned the Smarty downloader is because it has all the factory updates, including the high idle feature. Once you load any of the Smarty performance programs into the ECM, then return it to stock, the ECM has received all of the current updates, including the high idle feature. So at that pint if you have an automatic truck you are good to go. If you have a stick truck there is a pin on the ECM that you need to ground also to make the feature work.
