Engine/Transmission (1994 - 1998) Throttle spring bracket hits P/S pump

I have a 95CTD with a 5spd. After having the throttle linkage Recall done I noticed a bucking problem when on rough roads. I checked the area where the Recall was done and found the long bolt that holds the spring bracket backed out and no bracket or springs. Checked with the dealer that did the recall, they say they did'nt need to touch any of that to do the Recall. So I bought the bracket #04746684 & double spring #04874476. I tried to install these but the bracket hits the power steering pump. Has anyone ran into this problem before?
