i just got back from a quick ride and the throttle is stuck. she's stuck right at 1500rpms. the cable isn't frayed and all sockets/linkage look and feel fine. the pedal moves fine too, and the floor mat isn't in the way. if i blip the throttle, it drops down to 1200 and then back up. is it possible that there's something wrong with the gsk or an injector?

ok, i disconnected the linkage and ran the pump by hand. that didn't fix it. the low speed idle is adjusted down all the way (never touched it before, but gsk did bring up the idle maybe 150rpm). the lever arm isn't stuck under the plate or anything.

is it possible that the governor springs backed off by themselves? something just went wacko with no previous experiences...

more news:

one set of springs goes in and out like nothing, the second second goes in and out hard. it looks like the center "collar" is not aligned in the center. the springs are overlapping or rubbing.

When you stated that you disconnected the linkage, did you mean the rod or the cable? The rod can bind and cause the throttle to hang up but it sounds like you are having more issues.

The spring retainers should be installed so you hear 2 clicks. That is 2 full clicks, if you get a "partial" click don't count it.

As for the center being off center, is it damaged (bent, dented, distorted)?

Are the springs OK?

Worst case, try reinstalling the stock set up.

i've talked to some people and well, there's a 99% chance that the pump will have to be pulled off. i'm going to limp it home from cummins today and maybe play with the govenror springs a bit. it's definately internal. joe donelly says that it probably has something to do with the governor weights. obviously no one really knows until the pump is taken off.
