i drive a 97 and the throttle stuck about half open while i was driving down the road. its a manual and has a #11 fuel plate and the star wheel is turned and the fuel plate is moved all the way forward. i dont know if that has anything to do with it. i looked at it and found that the linkage is fine but the throttle housing wont turn back to its idle position even if i do it by hand. need some help. . thanx
 
Check for a frayed cable. There are two screws that hold the linkage lever to the pump lever. Check to see that both screws are there. What do you mean by throttle housing? Is that the levers and cables on the side of the pump where the throttle cable attaches? Check to see if your cruise control is stuck or has a frayed cable. Check to see if the throttle rod is bent.
