I think it may be time for a new vacuum pump/power steering combo. I’ve noticed in the morning my power steering is stiff for a while and it takes like 30 min. driving before my exhaust brake works. Also when I go down a long grade I intermittently lose my exhaust brake. I did the Gould seal repair a few years back when it was leaking and I wish I would have done the vacuum pump rebuild. Has anybody done this and had good luck? I heard new ones are kinda spendy. Thanks for the replies.
 
Make sure you don't have a vacuum leak, very common. Also, you might need to clean your exhaust brake control valve, also very common problem. Have you ever changed out your PS fluid? What are you using for fluid? I would also check your ps pump relief valve, might be dirty.

Yep, there is also a screen in the piston behind the main line that can plug up. This or Nicks suggestions could be your problem since the pump doesn't work as well with cold fluid compared to hot.
 
I had the exact problem with the power steering and the cause was what was said. Easy to fix!

Regarding vacuum - do you have access to a smoke machine? That would help you find your vacuum leak. Another method is to stick a vacuum gauge on the main line and then disconnect/plug things and see how fast the vacuum drops, or builds.
 
I’m thinking of just buying and installing a new pump from Genos. At only $180 I figure it’s a fairly cheap insurance since mine has so many years now.
