Engine/Transmission (1994 - 1998) Time to set Pump timing! Anyone in So.Cal. have the equipment? Bomber on a Budget

I have basic tools and, good mechanical knowledge.

I think there are special tools required to set the timing properly.

Any help and or advise is greatly appreciated.
