Timing adjustment

On my 92 I had a 14cm housing installed with boost and pyrometer gauges installed. The intercooler has a leak in it that I have not fixed yet. When I first got it back from Diesel Injection of Pittsburgh It ran awesome. But it seems that the timing has retarded as it wont rev over 2500 anymore. It was like that before I had them work on it. It still runs good but with the automatic trans it needs the upper rpms. Can the timing change itself or do I have a pump problem. Diesel injection ran the rack and set the timing when they changed the turbo it lasted about 3000 miles before it reverted back. Also any info on a intercooler would be appriecated as I have not took mine apart to see if I can repair it or not. Also is there any way to adjust the timing with out removing the pump. If I lived closer to Pittsburgh I would just take it back to them 4. 5 hour ride 1 way.
