Engine/Transmission (1994 - 1998) timing

ineed to bump up my timing on my 97' 12v and have head lot's about it but not sure on how to do it. are there special tools needed for the job? if ya all know how to do this id love to know. im also like to know what degree of timing i should put it at, i mostly do daily driving, and have done some minor engine mods. thanks for your help!
