Does this look normal for having this much grime on top of fuel module or could this be a leak?...note how it is isolated to cap only

Not normal. You have a leak.

Any common/prone area?...I did take note a few months ago the rear of the tank seemed to be sagging just a tad and sure enough the rear strap had rusted and when I pushed on it the strap broke- replaced it the following day...
 
Good catch Scott. Yes there should be a vent hose attached there. My guess was the ring had managed to vibrate loose.
 
Dodge uses the same tank for gas trucks so I think that nipple is for the Evaporative Emission Control System. You still need a vent and some people add a hose and fuel filter (as a check valve) and tie it off high in the body like the vent on the diff.

Looking in my manual BUT it says "some engines" could it be the pressure relief rollover valve?.... and it should have a hose and potentially I can add a filter?

Same tank, different fuel canister. In '97 there is a hose attached. If I had to guess, when the strap broke and the tank dropped it pulled the hose off. It is probably still hanging there.
 
There is no hose whatsoever that I can locate or see in that area..? Well my intentions were to sooner or later change over the faulty fuel sending unit on the module maybe I'll find out more then.
 
I would guess, since the fuel residue is only on the retaining ring and the top of the fuel module, either the ring has loosened as Gary mentioned or the seal between the tank and module is leaking just enough fuel "vapor" to condense as you see in the pic. I guess it is also possible that there is enough fuel "vapor" coming from the vent while fueling to do the same.

Good thing as a delivery is on it's way from Geno's including that seal
 
My 99 had a pin hole in one of the steel lines at the module, things looked moist like in Baker's picture in post #1. Did the draw straw conversion been good for over 10 years now.
