Engine/Transmission (1994 - 1998) Torqueing question?

When installing new block heater. Torque specs in inches. I don't have a torque wrech that reads in inches.

I'm guesing 12 '' lbs = 1 Foot pound of torque?

Its been 13 years since auto class. So just trying to remember how it worked.
