I don't think the cause is the gov spring kit. It's the linkage. The gov spring kit is just enhancing an existing problem. Here's why I say that.
I also had the bucking problem, only while towing & only accelerating up hill. Others on this site have had the problem without a grade! After Dodge put in the linkage kit, with stronger springs, the problem disappeared.

The downside was that the pedal effort rasied a bunch.

Now that I've got the gov spring kit, the pedal effort went back to stock feel & maybe less than stock. I really like the feel.

I don't know how the Scourge gov springs work, but it appears that the total pedal effort is in fact 2 sets of springs, in series. The linkage springs & the Scourge springs.
I would bet you that the 'easier' pedal effort caused by the gov spring kit, combined with the already too weak linkage springs caused the problem. If you go & massage the linkage by hand, you'll feel the problem right away. It's way too 'easy'. Experiment & change the linkage springs yourself before getting the kit put on.
