Do you need insurance and tags on a car to tow it with a tow dolly?The woman at the uhaul place says yes but i didnt know if she is full of crap or not.
 
If the wheels of the car touch the ground it must be licensed, that I'm sure of.

Not sure if the insurance needs to be in place but common cent's tells me that it should be, in case the car being dollied (SIC) is involved in a collision.

Call your local DMV and ask them.

Here the tow vehicle liability insurance covers the towed article. I see the Mexicans towing all the time on I-10 West bound with four wheels on the ground and no tag on the towed vehicle, they usually run in a caravan of at least three sets of vehicles. bg
 
Uhaul does have a car hauler trailer (not dolly), I used it once to transport my '66 when restoring it. If the car is loaded on a trailer it shouldn't need a licence or insurance.
