toyota t 100 clutch problem

my girlfriend ha s a 95 toyota t100, it is having trouble shifting into gears(5 speed manual). a while back it was doing the same thing and i took it apart and the pedal bracket was cracked, aperently a common problem. that got fixed. now i took it apart to check that again and it was fine, wondering if it is the master cylinder i would really appreciate it if anyone could help thank you.
