Fuel system issue with lift pump

Trying to get my sons truck up and going, been down for a month but now he needs it. Several months ago he took in to dealership for air bag recall. After that had some gremlins, windshield wipers coming on when open drivers door and the horn does not work weird stuff. Went to use the truck last week, batteries were dead. He charged and tested them they are ok. Started and no accelerator peddle. I had him order a TPS and he put it in and still nothing. I told him I thought it was bad so sent back and got another. I put it in today and it is not working either..... I looked at the wiring and reseated the ecm plugs and put dielectric grease on them , cleaned the battery terminals. I am NOT getting 0.55vdc at apps.
Sorry the truck is a 04 ho auto 5.9 Cummins.

Got any Ideas where to look next???

P-Bar, Thanks you were right ! I tried to test wire end to end, something chewed it in half right at the tape on the ecm plug, gave it a tug and it came in 2. A little solder and shrink wrap, box of 22's to take care of the damn chip monks, good as new...

Just to clarify for posterity, a TPS never needs to reset or learned, nothing is stored or kept as its only job is to sense immediate position. Its operation range is wholly dependent on installation.

APPS on the other hand is quite a bit different, it is the throttle and needs to be much more fail safe hence the 2 input\outputs to reconcile readings. The APPS itself re-calibrates every time the key is turned to the on position and all it senses is closed voltage, the range is assumed and matched to fueling tables. The only time it is really important is if there are DTC's stored for APPS codes that are not deleted before attempting to drive. Even then if the key is on for at least 10 seconds before crank APPS re calibrates closed voltage. Per the FSM the only time it is considered mandatory to clear DTC's and wait 10 seconds before crank is if the ECM has been flashed or reloaded or new.

Yeah, I meant the APPS.
Aldo after installing a new APPS one needs to do the relearn cycle that is fairly easy.

How many here know that they have to do that relearn cycle after they put a new tune on their ECM, I guess not many. I never did it after using my SMARTY till o learned about that fact while replacing my APPS.
 
Best way to keep the mice and rats out is to put an LED or other type of bright light on a dawn to dusk timer and I guarantee the problem is solved ! I know because it happened to me also . Put one under my trailer and truck 4 years ago and no problems since . The little nocturnal suckers hate light !
