2nd Gen Non-Engine/Transmission Stubborn Brake Drums

i am doing a quick look over on the truck and noticed that its quite hard to spin the rear tires by hand. i had the slushbox in neutral, tcase in 2wd, took brakes off. it was harder to spin backwards than forwards. next i put tcase in 4wd same thing. tcase in neutral same thing. tcase in 4low A LOT easier to spin. ???? at first i thought brakes so i took them off. then i checked diff fluid good, then i thought it could be the transmission so thats when i tried shifting tcase. WHATS GOING ON???? why would it be easier to spin the rear tires by hand when tcase is in 4low.
 
nevermind the tcase had popped back into neutral instead of 4low so it must have been still in 4wd when i thought it was in neutral. but should a slushbox in neutral have THAT much friction?
