99 dodge ram the transfer pump runs for about 45 sec after the key is shut off. i thought maybe it was the ignition switch failing so while the pump was running with switch in off position i unplugged it. pump continued to run. chrysler manual claims the ecm is the only control for transfer pump. ecm tests ok
 
Mine does the same thing. Tends to make a mess when I change the fuel filter. I believe it's perfectly normal. Once the ECM tells it to start it doesn't cut it off until it hits the timer.
 
I believe your owners manual will tell you that it cycles for 45 sec after key in shut off. Can be found somewhere around starting procedures.
