Engine/Transmission (1998.5 - 2002) transfer pump runs with key off

99 dodge ram the transfer pump runs for about 45 sec after the key is shut off. i thought maybe it was the ignition switch failing so while the pump was running with switch in off position i unplugged it. pump continued to run. chrysler manual claims the ecm is the only control for transfer pump. ecm tests ok

Try pulling the negative cables off. Mine did that while trying to start after running out of fuel.

Check the service manual to see if there is a relay supplying thre power. If so, replace it.
