transmission Down Shifts (Where's Bill K.'s web site at???)

I had my transmission rebuilt and up-graded about 9000 miles ago. Now when it's cold it dosen't seem to want to down shift into first gear. It'll actually start off in first gear and until you step down on it it will not shift down into 1st. It only seems to do it when it's cold the first 20 miles or so. After that it operates fine. The one things that I thought might be causing it is the idle is set low about 500 RPM or so, but I tried hold down on the pedal to keep it up and still no luck. Any thoughts would be great!!!!
