2nd Gen Non-Engine/Transmission Trouble shooting remote keyless entry advice?

My 97 is new to me, and the remote keyless entry has never worked on either controler. New batteries did not solve the problem either. Any advice on where to start trouble shooting, or any known quirks with this unit?

This is one that needs the dealer to program them together.

A similar issue happened with my wifes grand cheroke , Dealer reprogramed it and it works fine now.

Thanks fellas, I tried the suggestions in the thread Jared, but it availed nothing. I never lock my truck, but would not mind it working. Any idea on cost for a dealer to reprogram it, if that is even the problem at all?
