Archived truck quit, fuel problem

I have a friend with a 95 2wd and it would not start this morning. It seems we have fuel to the inline pump(high pressure pump) but nothing coming out the injector lines. My old 91 has an electronic shutoff, I couldn't find one on this rig. We hand pumped the primer and got fuel to the secondary pump and then the engine got fuel there by itself. We tried to bleed the injector lines and got no fuel there. Does this thing have an electric shutoff or does a solenoid just let the fuel go down below idle. Give me some things to look for we need it in the morning.

look at the clyinderical shape at the back of the injection pump. Reach down and feel below. You'll find a rod that moves up and down. Pull up and have him try and start it

I would guess it is the solenoid control relay or the connection closest to the fuel solenoid. Here is a thread that will answer some questions for you.
