Is it pretty much standard that 2500 ' s have 8 lugs per rim and 3500's have 10 lugs per rim? Or is it only the 3500 4x4's that have 10?
 
I would assume so. When you go up in class, you would have to beef everything up.

Maybe. The time when you don't have to is when you engineer the part for the heavier application (4500 & 5500). Then use the same part for lighter duty applications (2500 & 3500). That way you don't need separate production lines and extra time engineering the different parts. Quite often, a vehicle manufacturer will use the same part for multiple vehicles to save cost. Economies of scale.
