I do not remember having this problem when I bought this truck. I installed the 3K gov springs and the #10 fuel plate. If I let it crank, it will start within 3 or 4 secs of cranking. If I push down on the throttle the slightest amount, the truck will fire right off. The 92 I had would start right up without my foot on the throttle. The 92 would start up so fast, it was almost scary. I have been researching other people's starting problems and only other thought would be the shut-off solenoid acting up.
 
It's a problem? I thought it was normal for the 2nd gen 12 valves. A TDR member showed me the trick years ago, and I do it without thinking, even in other vehicles.
 
Rotary pumps like the VE and the VP44 start instantly. Inline pumps don't necessarily do that. I always use a little pedal to start mine instantly.
 
I am not an expert with the 12 vavle, but I think the foot needs adjusted to contact the plate you put in.
 
When mine was stock, before the PDR Uneducated pump, it would start instantly, now I have to just toutch the throttle for an instant start, if I don't it turns over for 3~4 seconds, no problems though.
 
I expressed concern on this issue when I first got my '98 12 valve and was directed to the owners manual which specified slightly depressing the accelerator pedal when cold starting. I guess it is/was the nature of the beast.

I think this has something to do with the 3kgsk. I don't remember why, but I remember reading something once that said the gsk would effect how the truck starts depending on how its adjusted. My truck used to always start with half a crank and no throttle, now sometimes it does, sometimes it has to roll over a couple times.
 
That may be for your truck. From what I have read the slow starting is because of the way the governor works on a P7100. Most of them take a turn or two to get going. Some don't. I don't see any problems with using a little pedal to get the engine started. Before computers took over starting cars that's the way cars were started. No computer involved to control starting with a P7100 equiped engine. I like mine that way because I can get away with a little bit slower idle. Saves wear and tear on the starter too.
 
It starts good with a little pedal so I can set the idle lower. I'm not concerned with getting it to start quick without any pedal. I like it better this way.
 
Set your idle to 750 rpms. If your idle is ok then back off your spring packs 1 click and reset your idle. I always set the gov packs at initial +2 clicks.
