Getting great fuel mileage

On my '06 Quadcab we are having a problem. My driver stated that when pulling a small lite weight bumper pull trailer the truck would not do over 65mph. He said he would reach 65 and the truck would just cut out and blow alot of black smoke. We had just had a TAG put in the truck and we were going to do some testing for the manufacturer. The driver also said the truck had a tough time going up the mountain passes. I don't need to hear any comments from the MPH while towing police, so in advance please keep your comments to yourselves. When the truck got back home I noticed the turbo housing was discolored (brown). I took the TAG out and it seemed to be fine.

Turbine wheel looked good and it seemed to spin fine. Truck runs fine at idle and around town. This has me puzzled. The fuel filters are changed every 12,000. The oil and filter is changed every 4,000 by the dealer ( We have lifetime oil changes through Lithia). Is it possible for a truck to run fine at city speeds, but not at Highway speeds? :confused:
