TSB 18-035-08 O2 sensor wrap

How's that TSB work? I recently had two O2 sensors replaced as a result of a CEL. Might this have helped? Is it a freebie or how much does it cost? Thanks!

The old wrap is gone. Now we have full metal jacket -pun intended
It must be welded on the pipe
