Engine/Transmission (1998.5 - 2002) TSB changed my cruise control

I had a dealer supposably put in what he called the current flash for my 99 24 valve along with a new inj. pump. The tag reads part #3134383005, DLR #67183. Anyhow, what has changed is my cruise control, it's really bad, won't start until major delay, have to keep hitting the advance to get it to work, then backoff to find my desired speed. Anyone know what may actually happened with this so called TSB? Is there a way to adjust my cruise without going back and paying for another TSB?
 
Yes, it is smoking more then before the new inj. pump install. What is the clock spring, not familar with that part?

It is the electrical connection for the steering wheel to the steering column. It is know as a weak link. SNOKING
