Put it back onto the exhaust manifold and just snug down all four nuts. Loosen up the four bolts that hold the compressor to the exhaust housing of the turbo. Then get a steel hammer and begin to slam away at the exhaust housing to shock them apart. Just use enough force to bounce the hammer four or five inches back at you. You can also use two of the bolts that hold the halves together and back them out against the compressor housing to "help" the shock loading. Good penetrating oil works, and be patient. That is the only way I separate the really stuck housings. Just keep turning the turbine from time to time to make sure the housings aren't separating on an angle and the wheel is getting hung up on the inside of the exhaust housing.
