Engine/Transmission (1994 - 1998) turbo dilema

I have a question regarding turbo size and quarter mile time. On my 95 Ram, I have significantly better low end with a pdr hx-40 than with the B1-2 ex4.

I know that the truck probably runs cooler with the B1 but, it is a dog off of the line compare to the 40. Why?

The 40 is smaller, and as such, is less laggy from less rotating mass. Also, if the B1 has a larger turbine housing, it will also cause more lag.
